The program is identical to the national Temporary Assistance for the Needy Families (TANF). In order to qualify for the program, you must be a resident of the state, have responsibility for minor children under 18 (or 19, if they are in school full-time), be a citizen or a legal immigrant, and have a very low income. Low Income Home Energy Assistance Program (LIHEAP)
Kentucky offers energy grants to veterans, and these grants can be used to pay heating bills once per season. The program helps pay energy bills for approximately 150,000 state residents each year. In order to be eligible for the program, you must meet the low income requirements, have no liquid assets exceeding $2,000, and be responsible for paying the bill.
